It seems as though Garden Grove would like Willowick Golf Course to be a NFL Stadium. See the Los Angeles Times article. (HT Lynwood Resident Doris.)
It appears that Garden Grove is not the owner of the municipal golf course which has an address in Santa Ana! According the the Los Angeles Times Garden Grove City Officials said they would be,"[I]neterested in allowing the NFL to build a stadium on the City-owned Willowick Golf Course."
Actual planning and development would be Santa Ana's responsibility. (The map in the times article is small so take a look at the Mapquest version for detail.) The golf course is served by several major streets that lead to the 5, 22, and 57 freeways (aka the Crush).
Nothing has been posted on either cities' website about Willowick. However, after reviewing the Santa Ana River Vision Plan replacing the golf course that borders the Santa Ana River with a stadium does not fit into the vision.
